Dr. Talal Abdulla Al-Emadi is a founding faculty member of the College of Law and the founder of the Oil and gas law course at Qatar University. He is a Judge in the Qatar International Court (QICDRC), served as the Fourth Dean of the Qatar University College of Law from 2022 to 2025, and was the founder of Qatar University Press (2018-2022). His research focus centers on how law interacts with critical elements of petroleum investment, emphasizing trust and long-term relationships between Qatar and international oil and gas corporations.

He is a registered lawyer with the Qatari Bar (Distinction level). Dr. Al-Emadi has trained and coached the first-ever moot court team representing Qatar in the prestigious Jessup International Law Moot Court Competition in Washington, D.C. (2008), where he was later selected as a Judge in 2018. He has also served as a legal counselor at the Amiri Diwan for the Minister of State for Council of Ministers Affairs.

He holds a Doctorate in Law (DPhil) from the University of Oxford, where his thesis analyzed the preference for joint venture agreements in the Qatari gas industry. He earned his Master’s degree in Law (LLM) from Harvard University, writing a comparative dissertation on search and seizure. He returned to Harvard as a Visiting Scholar in 2010 to design a curriculum on law, health, and ethics. Dr. Al-Emadi is an alumnus of the Georgetown Leadership Seminar and the Cornell University Public Sector Leadership Program (offered via the UN ESCWA).
