Holds a PhD in economics since 1990 from University of Durham. Currently, a professor at the College of Business and Economics. Previous academic experiences include serving as a vice president for administration and finance, and vice president for institutional development and planning at Qatar University (QU) for about sixteen years. Saif served in a numerous committees and teams at QU and in the community, and managed a number of strategic projects both in the academic and administrative areas. In the community, his past and present experience includes member of the Qatar Exchange founding committee, Al Meera Consumer Good Company, Ministry of Economy and Industry, member of Qatar Exchange Board, in addition to many committees. Currently, Saif is the chairperson of the Qatar Exchange Index Committee, and member of the Protection of Competition and Anti-trust Committee in Qatar. Saif has served as a referee to a number of academic journals and served as a reviewer for a number of faculty promotion in several countries. In addition to research publication, Saif has published three books. In 2019, Saif received the State of Qatar Incentive State Award for his academic and community achievements and contributions.
